Karachi: What does the future hold for Hawkesbay truck stand?

Proprietors of the transport business who have leased land in the Hawkesbay truck stand are apprehensive about reports regarding the relocation of the stand, The News has learnt.

Recent reports in the media highlighted that during a meeting with the Sindh governor, had announced that the truck stand will be relocated to a different area. The land where the current stand exists will be utilised for the construction of a park and Lyari University, which will be spread over 1000 acres.

The land of the truck stand, located on Hawkesbay Road near PAF Masroor Base, was inaugurated in 1994, said Goods Carriers Association (KGCA) General Secretary Nadeem Akhtar Arain. He said that 100 acres were reserved for the stand, where 680 office spaces were leased out to transport proprietors.

The site plan for the stand has designated spaces for a large dispensary, mosques, hotels, a post office and a fire brigade station. An additional 50 acres were reserved for parking of trucks and other heavy vehicles, along with spaces for mechanics and body makers, said Arain. However, none of these exist in reality, The News observed during a visit to the Stand.

When the old bus stand was moved from Gul Bai to its current location, the 50 acres that were supposed to be reserved for parking were never allotted. The executive office members of the KGCA alleged that the parking was usurped by the land mafia, which in turn forced the trucks to move into the main truck stand (where the booking offices are located).

Subsequently, scores of mechanics, body makers and painters all squeezed into the stand, and most of the trucks were forced to park on Hawkesbay Road. Interestingly, whenever the Traffic Police arrives with its tow trucks, the trucks move back into the premises of the stand, thus causing a blockage inside the stand.

The original 680 allotted plots have all been leased out, and multi-storeyed offices have been built at the land. Currently there are 500 registered members of the KGCA, while hundreds of other operators are without a membership of the Association within the premises. The owners of these offices claim to pay hefty amounts in income tax to the government, but are frustrated with recent news, claiming that they have had to move before when the old truck stand was finished to accommodate Lyari Expressway.

Arain said that the location of the stand had been made with a particular logic, and the associated projects worth billions of rupees were also put up. He said that transporters anticipated an increase in trade activities, given the expansion of the roads and communications network in the city.

Arain maintained that needed at least three truck stands: one near the port, one on the Northern By-Pass, and one on the Super Highway. He said that the Layari Expressway, and the Nothern Bypass were projects connected with the stand, and that truck stands across the world are located close to the port for efficient transportation of goods. He claimed that a 100-year plan had been submitted to the Planning commission and was discussed with the regarding truck yards to be built next to the National and Super highways.

The truck stand’s current location is close to the Port, the wharfs and container storage facilities and importantly, lies on the fringe of the city. It is close to , National Highway and Superhighway, and connects to the rest of Pakistan. It also plays an integral role in the Afghan/NATO transit trade.

The Northern Bypass and the soon-to-be-completed Lyari Expressway will allow trucks to cut across the city without being caught in or disturbing local traffic. However, the mismanagement of the truck stand’s construction and related facilities are a major cause of concern for those associated with this business centre.

The city government, along with the SITE Association and Port Trust, though directly associated, all disown the stand. Hawkesbay Road and the Lyari Mazaar Road, both in a dilapidated condition, continue to be a cause of major traffic jams near Gul Bai junction and the road leading up to the PAF Masroor Base. Little attempts have been made by the authorities concerned to pave the stand, or to construct streets inside the stand. The dispensary, along with the fire brigade and post office, are yet to be built. There are no still sewerage lines in the stand, which lends to the odour and sludge in the pathways.

Arain maintained that if the government wants to move the stand, they can do it overnight, but it is imperative to take into account factors such as increase in the cost of transportation, ensuring proper facilities at the truck stands, new or old.

PESHAWAR: The Environmental Protection Tribunal (EPT) has directed the authorities of Naran Jalkhel Project and National Highway Authority (NHA), Northern Areas, to submit report on construction of an ‘illegal’ building within a month time.

EPT Chairperson Mussarat Hilali ordered the respondents to hold public hearing on Environment Impact Assessment (EIA) and submit its report before the tribunal. She was taking up a complaint filed by the Environmental Protection Agency (EPA) against Project Director of Naran Jalkhel Project Raheel Khan and General Manager NHA Northern Areas Mir Hasan Rind.

The EPA stated in the complaint that it received a notice under Section 21(3)(b) of the Pakistan Environmental Protection Act from Zareef Khan Foundation, stating that the construction of an illegal building by the respondents through a project under their administrative control.

“Neither the project director nor the NHA general manager received environmental approval of the said project from the EPA,” the complainant said. The EPA stated that its team visited the site and reported that the respondents were undertaking the construction of the three-storey building on the bank side of River Kunhar on reserved forest area of about 2 acres of land. “The building is being constructed on the bank of River Kunhar, which is partly reserved forest and partly river flow pathway”, it added.

It also stated that the construction and operation of the said building would pollute the river besides causing hurdle in its natural flow, which was the breeding place for trout fish. During a previous hearing in the case on July 10, 2008, Raheel Khan provided a of the extended project, however, the EPA director general issued and environmental protection order (EPO) wherein they were directed to submit a detailed EIA report within 40 days but to no avail. The EPA forwarded the case to the EPT charging the respondents under Section 16 of the PEPA for not complying with the orders of the EPA director general.

: Investment Minister Waqar Ahmed on Monday denied the government had given its land to any country on lease for agriculture purpose despite interest shown by Gulf States.

Briefing the Standing Committee on Investment, he said the government had not given land to any country however a legal work was being done by the Punjab government for such a project in Cholistan.

MNA Ghulam Haider Samejo chaired the standing committee meeting, which was given briefing on the draft investment policy 2009-15. Responding to members’ queries, Khan said the land was a provincial subject so intending countries would be referred to the provinces when they approach the federal government. He told members the federal government was suggesting that foreign investors would have to share all the crops with local on 50/50 percent basis and the land would be rented out on lease only rather than transferring them for a certain period.

Security: Highlighting the features of the new investment policy, Khan said the law and order situation had improved after the Swat military operation and security was no more a concern for investors.

He said foreign investors were more concerned about transparency and continuation of policies rather than the security issue and added that they express their concerns whether the policies and political stability would continue with the arrival of a new government at helm of affairs. In this regard, investment minister said the government wanted to bring the policy before the parliament to involve all the political parties and get it approved unanimously and the investors would be provided all kind of protection.

He informed the legislators that Pakistan’s government had signed bilateral investment treaty with 47 countries and it is engaged with the United States to sign a treaty as well, which is demanding efficient dispute resolution mechanism. He said the issue was covered under the proposed draft policy.

The minister said the government plans to set up a Liquefied Natural Gas (LNG) plant in to address the issue of energy. Furthermore, he said Pakistan had a huge 220 billion tonnes of coal in Thar and the government plans to set up a plant for generating over 5,000 megawatts electricity.

Meanwhile, the committee members expressed concern over the provision of land for the establishment of Special Economic Zone to foreign investors and 10-year tax holiday. It suggested that the facility should be given to the local investors as well. Earlier, the committee members were briefed about the draft policy and their input was sought before putting it before the cabinet.

: The () Chairman Imtiaz Inayat Elahi said on Monday that the was making efforts for provision of safe drinking water to people, especially in neglected rural areas and model villages.

According to a press statement, Elahi inaugurated a water supply scheme in Humak Model Village and announced installation of a water filtration plant there.

The water supply scheme for the Humak Model Village, Zimni Sharqi and Gharbi has been completed at a cost of Rs 37.136 million.

The scheme includes seven tube-wells to ensure uninterrupted supply of water to the areas. The chairman said undue attention was paid by successive regimes to some developed sector in the past, creating an imbalance in development of the federal capital.

To remove this disparity, the civic body was now giving special attention to improving infrastructure and provision of basic facilities to the neglected sectors, he said.

He said strict action would be taken against the encroachers.

Gutter Baghicha, situated at Manghopir Road, was originally spread over 1,016 acres, but is being encroached upon by the citizens, government officials and the land mafia since long.

According to Nisar Baloch, an activist in the area, it was first encroached upon by immigrants arriving in Pakistan after the Partition of subcontinent in 1947. As a result, several colonies, including Asif Colony, Hasrat Mohani Colony, Zuberi Colony, and Wilayatabad were established on parcels of land from the Baghicha(garden).The government constructed a boundary wall around these new colonies that were spread over 480 acres, according to Baloch.

Had it been confined to the needs of impoverished refugees, perhaps nobody would have made an objection over the encroachment. However, government officials were also eyeing the prime land, Baloch said.

The minutes of a meeting held on March 7, 1993 at the secretariat of the Minister for Local Government, Government of Sindh, stated: “On the request of KMC (defunct Municipal Corporation) Officers Cooperative , the Honourable Minister Local Government had passed an order that 200 acres of KMC land at Sewage Farm, Manghopir Road may be granted to them for housing purposes at the rate of Rs10 per sq. yard (occupancy value) and at the rate of Rs15 per sq. yard (developmental charges). The matter was discussed and all the concerned participants agreed to the above proposal. It was unanimously decided that Senior Director Land and Estate/Director Council KMC may put up CR accordingly.”

The minutes were signed by the then Sindh Minister Local Government, Mohammad Irshad Ahmad.

On July 25, 1993, Muhammad Siddique Dar, Section Officer-IV, on behalf of Secretary to Government of Sindh, issued a letter that said: “In exercise of powers conferred by section 45(5) (i) of the Sindh , 1979, Government of Sindh are pleased to accord approval to the KMC Council Resolution No 2, dated March 11, 1993, regarding allotment of 200 acres of waste KMC land in sewage farm Manghopir Road in favour of KMC Officers Cooperative for allotment to its registered members, at the rate of Rs 10 per sq. yard occupancy value plus development charges at the rate of Rs 15 per sq. yard, for residential purposes, on 99 years lease basis, on the terms and conditions specified in the above resolution.”

However, things were destined not to pass so smoothly. The minutes of a meeting of “Anti-Corruption Committee-1” of Enquiries & Anti-Corruption Establishment, Services General Administration And Coordination Department, Government of Sindh, dated Sept 12, 2001, held at Sindh Secretariat Building No-1, discussed “illegal allotment of Land Survey No. 108/10.K 28 Trans Lyari Sewerage Farm Municipal Garden, Gutter Baghicha Manghopir Road, ” for 200 acres at the rate of Rs10 per sq. yard for KMC Officers Cooperative .

ACC-1 decided to register a case against Allauddin Sabir, Municipal Commissioner at the time and Syed Tanveer Abbas Naqvi, the then Senior Director, Land and Estate, KMC . The ACC-1 also decided to hold an open enquiry against Shafi Ahmed Ansari, the then Deputy Director (Land) KMC, .

However, strangely enough, no action was taken against Municipal Commissioner Allauddin Sabir and other accused despite a lapse of two years. A letter written by Brig (retired) Mukhtar Ahmed on November 15, 2003, the then Chairman, Local Government said: “Despite a lapse of two years the decision/direction of ACC-1 has not been complied with. So many reminders have been issued but the response is not forthcoming.”

On February 12, 2004, Special Secretary, Local Government, Muhammad Ayub Shaikh wrote a letter to the then Nazim, , Naimatullah Khan, stating although it was decided on Sept 12, 2001, to cancel the allotment of 200 acres of land out of Survey No. 108/10-K-28, Trans Lyari, Gutter Baghicha but the decision of ACC-I has neither been complied nor has any progress been intimated “despite a lapse of two years.”

Today fresh attempts are being made to encroach Gutter Bagicha, by the land mafia in connivance with officials.
