Pakistan Property News: Economists flay Zardari’s proposal of flood tax on property

KARACHI: Leading economists have criticised President Asif Ali Zardari’s proposal of levying flood tax on property, saying that the government would lose credibility if it resorted to such measures.
“Foreign missions are donating to private social work organisations for helping flood victims instead of giving aid directly to the government,” said former advisor to the Prime Minister on Finance Dr Salman Shah.
This has forced the government to generate funds from local resources and proposal of imposing flood tax on property may be a part of it, he added.
In a meeting with Sindh’s government on Sunday, President Asif Ali Zardari proposed flood tax on both residential and agriculture land, directing the provincial government to generate one billion dollars through the levy.
Dr Shah said the government has set-up no agenda to spend the money on flood victims and rehabilitation work. “People would resist the initiative when the government has no plan for it,” he added.
He suggested the government should announce specific sectors where tax collection should be used. The proposed property tax would be for one-time only: Rs200,000 on a piece of residential land of 2,000 square yards, Rs100,000 on 1,000 square yards and Rs50,000 on 500 square yards.
Another economist said the measure would be an added burden on taxpayers who are already facing a deteriorating economy that has shrunk their earnings and enhanced inflationary pressure. “The government should not impose any tax that is passed on to consumers,” said Dr Ikramul Haq, a leading tax consultant.
He suggested that the government should consider levying a transitional tax. A small amount should be charged on transactions of property, motor vehicle purchase, etc. Asad Saeed, an economist, commented that there was nothing wrong in implementing property tax meant to help flood victims. “Collection should be
made equitable and all land-owners brought under the proposed tax net,” he said. He said the proposed tax would not have a negative effect on taxpayers. “Taxpayers only suffer from the production tax.”
The government is considering various measures to generate funds to help flood victims and rehabilitate economic life in affected areas. The government is also considering levying a flood surcharge on income tax at the rate of 10 percent for a period of one year.

Pakistan Property News: Gwadar declared tax free zone

ISLAMABAD : Federal government has issued notification to declare Gwadar a Tax Free Zone, Aaj News reported on Thursday.

According to the spokesman of Balochistan government, the provincial government has been demanding for declaring Gwadar a tax free zone for a long time but the bureaucracy delayed it.

The spokesman further said that the ministers and representatives of Balochistan Assembly headed by Chief Minister Aslam Raisani and PPP Balochistan President Nawabzada Lashkar Raisani called on President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani from time to time and raised this issue.

The President and the Prime Minister took notice of this and issued orders to declare Gwadar a tax free zone, he stated, adding that such orders were implemented on November 05 and later notification was issued.

He was of view that after this notification national and foreign investment would increase and it would bring prosperity in the province.

اسلام آباد: وفاقی حکومت نے گوادر کو ٹیکس فری زون قرار دے دیا نوٹیفکیشن جاری حکومت بلوچستان کے ترجمان کے مطابق بلوچستان کی حکومت طویل عرصے سے گوادر کو ٹیکس فری زون قرار دینے کا مطالبہ کر رہی تھی لیکن بیوروکریسی نے اسے التوا میں ڈالے رکھا وزیر اعلیٰ نواب اسلم رئیسانی اور پیپلز پارٹی بلوچستان کے صدر نوابزادہ لشکری رئیسانی کی قیادت میں بلوچستان کے وزرا اور ارکان اسمبلی نے صدر آصف زرداری اور وزیر اعظم یوسف رضا گیلانی سے ملاقاتیں کیں اور ان میں یہ مسئلہ اٹھایا گیا۔

صدر اور وزیر اعظم نے اسکا فوری نوٹس لیتے ہوئے گوادر کو ٹیکس فری زون قرار دینے کے احکامات جاری کئے جس پر عملدرآمد پانچ نومبر کو ہوا اور نوٹیفکیشن جاری کر دیا گیا ترجمان کا کہنا ہے کہ گوادر کو ٹیکس فری زون قرار دئے جانے کے بعد اب یہاں ملکی اور بیرونی سرمایہ کاری میں اضافہ ہو گا اور صوبے میں خوشحالی آئے گی۔

Pakistan Property News: Gwadar declared tax free zone

Pakistan Property News: Sindh: Plan to construct 2,300 labour flats shelved

The plan to construct more than 2,300 flats in Sindh for poor workers has been put off without any reason.

Disclosing this, sources said that the contract for the multi-billion rupees project was to be awarded last month but the process was stopped through a notification at the eleventh hour even though the process to start construction work was almost done.

According to officials, bids were invited on September 9 and the contract was to be awarded on September 28. However, the process was halted two days before this date through a notification wherein the qualified contractors were informed that they would be intimated in this regard in due course of time.

Authorities in Sindh Workers Welfare Board (SWWB) avoided providing details but confirmed that the process had been halted.

SWWB had planned this multi-billion labour colonies project after Pakistan People’s Party came to power. The authorities concerned had completed the entire process with the consultation of experts in this regard. However, authorities said that the process had been stopped after a directive was received from Islamabad, adding that the centre did not share the reason of this decision.

In the first step, Federal Minister Khurshid Shah replaced the Director General of SWWB with his nominee and now the process to construct 2,300 flats has been stopped, sources said.

Details made available to The News showed that 1,024 flats were to be constructed in Sukkur, the constituency of Federal Labour Minister Khurshid Shah; 512 flats were planned in Badin, the hometown of Speaker National Assembly Fehmida Mirza and Sindh Home Minister Dr Zulfiqar Mirza; 512 flats were to be constructed in Nawabshah (now named as Shaheed Benazirabad), the hometown of President Asif Ali Zardari; and 256 flats were planned in Tando Muhammad Khan.

The officials, who did not want to be named, told The News that the federal minister was under pressure from his boss who wanted to award the contract of this project to his builder ‘friends’, while the qualified contractors of this project alleged that a huge kickback and commission would be drawn from this project as per tradition, adding that the authorities concerned now want to strike a fresh deal with the contractors for this purpose.

They claimed that the entire plan would be reprocessed just to give benefit to builder ‘friends’ in this project. However, sources said that a new package would be introduced under which every contractor would be awarded a Rs500 million contract.

Officials were of the view that this irregularity would double the cost of this project, which would certainly cause delay in the construction of 2,300 flats.

Karachi: What does the future hold for Hawkesbay truck stand?

Proprietors of the transport business who have leased land in the Hawkesbay truck stand are apprehensive about reports regarding the relocation of the stand, The News has learnt.

Recent reports in the media highlighted that during a meeting with the Sindh governor, President Asif Ali Zardari had announced that the truck stand will be relocated to a different area. The land where the current stand exists will be utilised for the construction of a park and Lyari University, which will be spread over 1000 acres.

The land of the truck stand, located on Hawkesbay Road near PAF Masroor Base, was inaugurated in 1994, said Karachi Goods Carriers Association (KGCA) General Secretary Nadeem Akhtar Arain. He said that 100 acres were reserved for the stand, where 680 office spaces were leased out to transport proprietors.

The site plan map for the stand has designated spaces for a large dispensary, mosques, hotels, a post office and a fire brigade station. An additional 50 acres were reserved for parking of trucks and other heavy vehicles, along with spaces for mechanics and body makers, said Arain. However, none of these exist in reality, The News observed during a visit to the Stand.

When the old bus stand was moved from Gul Bai to its current location, the 50 acres that were supposed to be reserved for parking were never allotted. The executive office members of the KGCA alleged that the parking was usurped by the land mafia, which in turn forced the trucks to move into the main truck stand (where the booking offices are located).

Subsequently, scores of mechanics, body makers and painters all squeezed into the stand, and most of the trucks were forced to park on Hawkesbay Road. Interestingly, whenever the Traffic Police arrives with its tow trucks, the trucks move back into the premises of the stand, thus causing a blockage inside the stand.

The original 680 allotted plots have all been leased out, and multi-storeyed offices have been built at the land. Currently there are 500 registered members of the KGCA, while hundreds of other operators are without a membership of the Association within the premises. The owners of these offices claim to pay hefty amounts in income tax to the government, but are frustrated with recent news, claiming that they have had to move before when the old truck stand was finished to accommodate Lyari Expressway.

Arain said that the location of the stand had been made with a particular logic, and the associated projects worth billions of rupees were also put up. He said that transporters anticipated an increase in trade activities, given the expansion of the roads and communications network in the city.

Arain maintained that Karachi needed at least three truck stands: one near the port, one on the Northern By-Pass, and one on the Super Highway. He said that the Layari Expressway, and the Nothern Bypass were projects connected with the stand, and that truck stands across the world are located close to the port for efficient transportation of goods. He claimed that a 100-year plan had been submitted to the Planning commission and was discussed with the City District Government regarding truck yards to be built next to the National and Super highways.

The truck stand’s current location is close to the Port, the wharfs and container storage facilities and importantly, lies on the fringe of the city. It is close to Makran Coastal Highway, National Highway and Superhighway, and connects Karachi to the rest of Pakistan. It also plays an integral role in the Afghan/NATO transit trade.

The Northern Bypass and the soon-to-be-completed Lyari Expressway will allow trucks to cut across the city without being caught in or disturbing local traffic. However, the mismanagement of the truck stand’s construction and related facilities are a major cause of concern for those associated with this business centre.

The city government, along with the SITE Association and Karachi Port Trust, though directly associated, all disown the stand. Hawkesbay Road and the Lyari Mazaar Road, both in a dilapidated condition, continue to be a cause of major traffic jams near Gul Bai junction and the road leading up to the PAF Masroor Base. Little attempts have been made by the authorities concerned to pave the stand, or to construct streets inside the stand. The dispensary, along with the fire brigade and post office, are yet to be built. There are no still sewerage lines in the stand, which lends to the odour and sludge in the pathways.

Arain maintained that if the government wants to move the stand, they can do it overnight, but it is imperative to take into account factors such as increase in the cost of transportation, ensuring proper facilities at the truck stands, new or old.
